Kosovo was the last Western Balkans territory to gain visa-free Schengen access, which took effect on 1 January 2024 for holders of biometric Kosovo passports. That recent visa liberalisation is precisely why ETIAS will apply to Kosovars.
Kosovo is not in the Schengen area, so the 90/180 limit applies only once you enter Schengen. ETIAS is an online authorisation, not a visa, and most applications are expected to be decided quickly.
A new visa-free status, and a recognition wrinkle
Visa-free travel for Kosovo only began in 2024, so it is the newest entrant to the ETIAS-eligible group. One complication: five EU member states do not recognise Kosovo as a country, which can affect how its passport is treated at some borders. Travel on a biometric Kosovo passport valid for at least three months beyond your departure, and check the position for any specific country you plan to visit.
